These first twelve listed have all been great! I can't add much, but here are three I thought of:

The tooth-drilling ex-Nazi Dr. Szell in Marathon Man (bwuhh!)
Mr. Potter in It's a Wonderful Life (I'm serious! I hate that guy!)
And HAL in 2001: A Space Odyssey. Deliciously evil.

And, of course, you could always say Norman Bates or Nurse Ratched (One Flew Over the Cuckoo's Nest) or Jack Torrance (The Shining) or Noah Cross (Chinatown, and he was so subtly evil, too) or any character that Robert Mitchum ever played (from Max Cady in Cape Fear to the Reverend in The Night of the Hunter to whatever his character was called in Strangers on a Train).
