Going by your scenarios, if concealed carry was allowed, then wouldn't he perceive a security guard as the biggest threat not knowing if they were carrying guns and knowing that the mall allowed concealed carry?

You are correct, the security guard would not be his biggest threat.

The way it actually happened: an unarmed security guard was his biggest threat and he was pretty sure of his odds. He felt comfortable with those odds and played.

The way it could've happened given concealed carry was legal: The general populace of the mall would be his biggest threat at that point. Each person would have an equal, yet unknown probability of being a threat to the shooter. He would be less likely to play those odds since a shooter that gets nailed before he can kill anyone wouldn't be famous.

The way it may have happened with concealed carry? They way it DID happen in a church in Colorado, when a lady with a concealed carry license drew her gun and shot the bad guy. http://www.usatoday.com/news/nation/200 ... shot_N.htm and her own account: http://www.worldnetdaily.com/news/artic ... E_ID=59138

But even though some shootings could have been stopped before reaching their maximum body count, could this one? At least one witness says he had a perfect shot, and if he'd had a gun he could have stopped it: http://joemerchant24.blogspot.com/2007/ ... oting.html

Edited to add: The mall may agree (although they might not). They have quietly taken down their no-guns signs: http://joemerchant24.blogspot.com/2007/ ... roads.html

Where does the Brady Law guy get his information? I know that in some cases they make up or use skewed cases to make their cause look better.
