Going by your scenarios, if concealed carry was allowed, then wouldn't he perceive a security guard as the biggest threat not knowing if they were carrying guns and knowing that the mall allowed concealed carry?
You are correct, the security guard would not be his biggest threat.
The way it actually happened: an unarmed security guard was his biggest threat and he was pretty sure of his odds. He felt comfortable with those odds and played.
The way it could've happened given concealed carry was legal: The general populace of the mall would be his biggest threat at that point. Each person would have an equal, yet unknown probability of being a threat to the shooter. He would be less likely to play those odds since a shooter that gets nailed before he can kill anyone wouldn't be famous.
