There was some talk of this a while back. Basically, they'd still have to, but only for about a year and a half. All the arts and humanities courses would be taken on the MSU campus for MSU credit at MSU tuition rates. Same with all the calculus, physics, and whatnot. UMR/MST would offer some basic engineering classes on the MSU campus, taught by instructors yet to be determined, for combined credit at both MSU and MST, and at the MST tuition rates (which are higher, I do believe.) If you want a degree in the Big Three (civil, mechanical or electrical) they would also offer a section each of what basically amounts to your sophomore classes. (Mechanicals would have Thermo, ME Dynamics, probably Applied Thermo, perhaps one of 208/213/211.)
Then to finish your degree, you'd transfer to UMR for your last two years and concentrate on all of your engineering classes. (Which if you ask me would lovin' SUCK, but hey, some people like five math classes a semester.)
When you graduate you'll get a degree jointly from UMR and MSU, and I don't know where you'd walk but I'm sure you could probably pick your graduation ceremony. (We all know it'll be here because they would have just finished a final on Friday.)
The way I see it it's no worse than people coming out of some of these better community colleges, they're just paying a lot more for those first two years.

Basically, you take Phys 23, statics, all your courses that don't have your major in the class number in it, then you move up here and take all your in-major classes here.

This doesn't sound like it cheapens our majors at all, the students transferring in just get the opportunity to start elsewhere, which anyone could do anyway as long as they paid attention to the transfer class equivalence chart (see registrar's web page). All this does is make it easier to do so, since advisers of the said campus have already assembled all the classes and guaranteed their transferability.

I'd imagine the UMSL degree is probably worth a little less and coss orders of magnitude less than the WashU degree.

The UMSL Degree does say that you got it from Wash U, but the biggest drawback is that the WashU kids get to pick their classes first, so if you're in a hurry to graduate it gets really challenging.
