I've got to say, St. Charles (mentioned as a runner-up) is an oft overlooked wonderful place to raise kids. I was one of them and I turned out okay, I think. If you can deal with all the conservative types there, shit's pretty cash.

There is nothing I hate worse in this fucking town than driving down 10th street to Blitz's place at 20mph because multiple townies / handicap plates are in front of me. I have nothing against the handicapped or the elderly. But please, don't tell me you're fit to drive if you feel the need to ride the brake down a hill at 20mph in a 35mph zone.

People over the age of 60 are unfit to drive. Their reaction times are slower, but they still think they're going too fast. Also, they aren't as observational of where other vehicles are on the road, what the speed limit actually is, and most of this is because they can't see over the steering wheel
In St. Louis most of the streets I drive on are multiple lanes so I don't notice old people, I just pass them. Here it's more apparent because many streets around here are only one lane.
