I have a very good server for my website...so i know that's not the bottleneck...but it takes a really long time to upload files that shouldn't take long at all.

I'm in the process of downloading a very poorly seeded torrent now, My upload is frequently three times my download rate. When you average share rateings that high, because you can't download worth crap. It's really anoying.

CIS dosen't inform students of open ports, and I don't know of any. We just kind of put up with it. Also, remember that all of TJ is served with two, base 100TX network links. The second one being installed within the last two weeks. That's not much bandwith over the 950 residents of TJ. The quad is simmilar. Greek Houses have the same up-link equipment as had a month ago, but fewer people to share the bandwith. In conclusion, Just having 950 students sharing 200mb/s (~23MegaBytes/seccond) input speed will limmit your in/out bound bandwidth. I don't know if those connections are full-duplex or not, I'd hope they are but you never know.

I just join the top 4 or 5 hubs with the most people. I haven't had any problems finding games... just type in xbox in the search program and set it to 500mb minimum.
