I had a lot of problems with a voice AT&T plan about a year ago here and switched to t-mobile. No clue what AT&T is like now though, I know they introduced 3g here so maybe it's better.
Haven't had any issues with t-mobile either voice or data, but there's no 3g in Rolla. Only place I've been and didn't have service is right in/around JC Penny's.
AT&T service seems pretty good. I get 3g everywhere in town, including a little ways down 72 and 63, but if you live far out of town, I wouldn't expect to get it. The 3g service is probably better than I get when I vist the parents in West County St. Louis, but I suspect that's because in Rolla not everyone and their 4 year old has two smartphones. If I tether my phone to my computer I will typically get about 5meg down and 1.2 up.
My roommates all have AT&T and get good signal as well. The only place any of us drop is in a basement windowless room in schrenk... but then I don't know of anyone who gets service in there regularly.

Sprint has pretty good coverage. I had 3G and phone pretty much where ever I went in town. Though if you head up 63, expect to lose cell reception until you hit jeff city.

I had sprint all 4 years while in Rolla, and I never had any issues with making phone calls while in town. Now, if you live on the outskirts, I would probably get another carrier. If you venture too far down 63 in either direction, or stray too far from 44 when headin towards st james, be prepared to get minimal coverage. I used to work at Kokomo Joes which was about a mile down the road from the UMR waterjet lab (at least I think it was the waterjet lab). Whenever I was at work my signal dropped significantly. That being said, if you plan on staying in town and not straying too far sprint will probably treat you well.
