How many tickets does it take to equal a parking permit again? That's why.
You are essentially saying that paying for a ticket is better than walking a few extra feet, which is fine but some of us are more frugal, or just better at not getting caught.

Most of the time I get a great street spot (8AM classes DO have their perks!!!). But there have been days where I've had to park at Multi-Purpose (it's a whole 5 minute walk to campus). The fees for parking privileges are outrageous here, and unwarranted. I can't believe that students pay a hundred plus dollars just to park their cars for a semester. There is normally always someplace on the street to park for free, and if unlucky, Free Parking literally exists 5 minutes away at Multi-Purpose.
I am a very frugal student. Won't pay for parking, buy earlier editions of the textbook for a class. You have to know the game to win the game.

Yeah, I'd say we're pretty lucky. My sister went to Wash U and I didn't believe her when she said how much their permits are until I saw it for myself: http://parking.wustl.edu/permitoptions.htm
I think the permits are $130 for a year... and they're prorated, so if you bought one now, it'd be like $30. Motorcycle permits are only $30 for the full year though... and you can park in any lot

When you're paying that much for tuition, that much more for parking is almost negligible.

When I went to UMSL the parking permit was over $200 a semester. But that made sense seeing as how a. it's in an urban environment and b. it's a commuter campus. There was no place else to park, unlike Rolla where you're able to park on the street. Obviously there is a demand for parking spots seeing as how there's a wait list for the permits. Where there's demand that exceeds the limited supply, inevitably prices go up. So, I am wrong to say outrageous and unwarranted seeing as how there are people who will pay it. To me, those are the same people who try and get the closest possible spot to a Wal-Mart or mall entrance and who will circle the parking lot for 10 minutes to get it.
If they were charging $2,000 per spot and the lots were empty than I would think that they were charging too much and wasting all that space but the lots seem to be jam packed, so I think they are doing it right.

If everyone didn't buy a pass and parked on the street then there would be no spots on the street.

This exactly right, the cost of a pass is low enough that there are waiting lists and people always trying to get a pass. It's a personal decision of paying for convenience. You can pay a fee to guarantee a spot in an area or hope to find a spot on the street.
Hmm, okay. Next up, the law for some cities that if the meter is broken, then you don't have to pay. herego, people break the meters constantly. I honestly haven't formed an opinion on this yet and am interested in knowing what all of you think.
