I hate parking passes. I got one last spring. It says expires July 31. So early july I went to the university police station to renew it. They tell me "oh you have to do that in may." wtf, may?! Why would I have to renew something 3 months before it expires?? Makes no sense. Anyway here it is, over a month later, and less than a week before classes start, and still no parking pass. I live off campus and it takes me 15 minutes to drive to UMR. How am I supposed to attend if I can't park anywhere?!
UMR PD definitely sends out an e-mail like in the middle of April every year, telling students that so and so day at 7:00am is when new registration for parking passes for the upcoming year begins. This year it was May 7 I think. There's usually a 2 hr waiting list, at least, and people show up an hour or two ahead of time. Also, during the month of May, if you already have a current parking pass, you can renew it at any time during the entire month, without having to wait in line.
So yes, get on the incredibly long waiting list, and park in the street until you get a parking spot.

There are plenty of places to park on the streets around Rolla, the earlier you get to campus, the better the spots will be. Spots also seem to be good during the lunch hours, as many people are leaving campus to grab a bite. Hours when there are lots of classes in session, plan on a 10 minute walk from your car, minimum.
I suggest you brush up on your parallel parking skills, you're going to need 'em!

Yes: They send a lot of e-mail’s in fact in regards to this matter. Here is part of an e-mail I got telling me that the application that I filled out in MAY was approved.
...Your online renewal was received in May and you are available to receive a parking permit in area T. In order to receive your permit sticker, you must contact the Parking Lot Operations office Monday - Friday 8:00 am - 4:00 pm no later than Friday, August 27, 2004 to reserve your permit. We are located in the General Services Building within the Police Department....
Did you live in TJ this prior year? It very well could have been that the people in TJ were the ones bombarded with the e-mails since the way we had to renew was a process dramatically changed from before. I do not personally know how the process for other UMR lots worked, but I assume that one had to converse with UMR police still.
If you cannot get to campus on time to park efficiently perhaps you can purchase a permit sticker from some one that will not be using it. Because how many of the CSO’s or campus police officers take the time to cross reference stickers to plate numbers? And IF they by some chance do cross-reference yours, go out and purchase a Power Ball ticket!

What building is your class in? It only takes 10 minutes to walk across the campus,
be reasonable. Can you get a lot S pass. Have you even tried?
The blocks all around CCF are like a secret parking haven no one knows about. Last semester I almost always found a spot within 4 blocks of campus in that area. Although now that the big secret's out, it might not be that way...

There's a 10-hour parking lot over on 9th and Elm that's city-operated. I've left my car in that lot for 2 weeks straight, no tickets. Granted, it was in the back side of the lot..if you're incognito about it and you don't have your car emblazoned in UMR stickers, and there aren't a ton of people parking there, you won't have a problem.

Another options is to go to UMRPD and get a parking meter key. that way, if you're lucky enough to find an open parking meter, you can use it and don't have to worry about if you have enough pocket change on hand.
