Um... it looks to me that the dickerson guy's article is full of sarcasm. Especially since he says that the vote "to repeal a state law requiring motorcyclists to wear helmets" was "and extraordinary display of bipartisan nincompoopery". (A nincompoop is a "stupid, foolish person")
