Lets say I have some program that is maxing out my DL bandwidth and running in the background, and I can't find it. Is there a program that I can use to detect this usage on my machine?

Have you tried netlimiter?
also in vista and 7 you can just open task manager and on the performance tab you can open the resource monitor and sort by % usage under the network tab

I solved my problem ages ago (by ages, I mean about 2 weeks), but thanks anyway. I'm using XP, so all those Vista/7 references are pretty much useless to me anyway.
