I'm looking for a cheap nas or desktop to hook one or two external hard drives up to to share over a network. Also, power-wise, would a desktop be a reasonable option for this purpose if I wasn't going to use it for anything but this?

If you can, I'd use a laptop or a compact desktop if you're actually concerned about power usage. I might have a few p4s that would work as well as a celeron 900mhz laptop though it only has usb 1.1, I've used a usb 2.0 pcmcia card with it just fine. The laptop isn't incredably useful for much else besides the basics since the screen has a very low refresh rate. I'll post more when I dig them out.
peace
