whats the best way for me to create a website / forum?
its for a WoW guild, and i want a message board and news update. possibly a way to post pictures or something. let know what i can do.

I recommend using one of the larger applications for a forum, such as phpbb, which has excellent documentation and a wide variety of themes.
As for news updates you'd probably want to go with some blogging software to make the entire experience easy.
I set up a server a while back that ran Wordpress with phpbb2. I installed it all remotely without any prior experience. Starting from square one on an ubuntu install I got everything working in about 4 hours (again with no prior experience at all).

I reccomend the large room system. All you need to do is find a place with enough floor space for your guild. While the load time may be long, it has 0 lag, and instant response on all messages.
I use Wordpress for my blog and SimpleMachinesForum (SMF) for the message board. Less updating required than phpbb and less crap to contend with. Both are fine choices, however.

after searching throught the alternatives, i ended up going with one of the free online boards that hits you with ads every once in a while.
