58 cm would be ideal, needs either horizontal dropouts or track fork ends.

Single Speed, essentially you have a freewheel, a cog and a chainring. There's no derailers or shifting, it's just one gear.

If you don't mind riding a no-name frame, there are some really good deals on ebay for aluminum road frames that actually have decent welds and frame quality.
