There was an e-mail that was sent form the allstu listserv to the allstu listserv so the application rejected it. Who was it?

I would say some spambot in the Greater Toronto Area, on a home computer.
What surprised me is that the Lsoft listserver does not verify the bounced email, so it can still go to the listserve, when the original couldn't. That is some poor programming there.

You can't prevent that sort of stuff. If you know what e-mail addresses are allowed to send to a listserv, you can easily spoof it so that e-mail will go through. It sucks, but that's the way it is. E-mail is a very insecure protocol.
