1. When dealing with IR document goddamn everything. Take before and after pictures of any caulking/insulation work, hand deliver all documented requests and have them sign it as recieved, then keep a copy of that. Seriously, just take have a minute to look through the archives and see how they've fucked over people in the past.
2. Before doing 1, ask nicely if there are any open apartments around. You may want to consider paying the same amount for a lesser apartment if it means a full night's sleep. It could turn into a nice bargaining chip.
3. Do nothing to this guy directly. The instant you do anything other than trying to talk to him (document that too), then you lose alot of options.
4. Find a new on-campus/not-at-home hobby. Worse comes to worse, you'll at least be bettering yourself while you're not sleeping.
He has already paid a security deposit and rent on his apartment. if anything he should ask for a BETTER apartment for what he is paying!
This is their problem, and he should not pay for anything less than what he was guaranteed when he signed the lease. It's in his lease somewhere. He can easily make his case.

What is RR?
I have rented from Monte Shields for the last four years. I'd recommend anything from him. A bit more expensive, but maintenance is good, he stays out of your hair, etc.

I don't know what 'qft' means.... Seek42 has changed ALOT from what I remember.... ( I suppose an RIAA threat can destroy everything a site was supposed to stand for ) Still love the 5 bone large pizzas though!
RR = Rolla Rentals ( the alternative to IR; mainstream I suppose )
I'm renting from some guy named Steve Danbow.... means nothing to anyone unless you know who he contracts through.
He contracts thru Rolla-Rentals (and have seen enough of the signs to know someone can give me an honest opinion (unless it now violates the TOS of seek42.))

Just as an update:
I'm pretty sure he's been evicted. I haven't seen or heard him lately. And there was a sign on his door from RMU saying that he hadn't paid his utilities. I guess IR doesn't care about noise and smoke complaints as much as not paying rent. Regardless, I'm happy. Hopefully the douche completely ruined his credit history.
I ask out of ignorance; they actually publicly announce your unpaid bill?
