so i got a new video card (fx 5200, 128mb) upgraded from a 32mb card. before, i could run 100fps no problem, but now with the new vid card i run an average of like 40fps. fps_max is set to 101, v sync is off and i run 1024x768 in game. what else can i set to run at 100fps?

CS:S or 1.6? If it's CS:S, try setting your DirectX level to 7.0.

In the console:
DirectX 9: mat_dxlevel 90
DirectX 8.1: mat_dxlevel 81
DirectX 8.0: mat_dxlevel 80
DirectX 7.0: mat_dxlevel 70
DirectX 6.0: mat_dxlevel 60
DirectX 5.0: mat_dxlevel 50

Did you completely uninstall the old video drivers and use Drivercleaner?

Honestly, that card might be your problem. My friend has the same card and only got 220 marks in 3DMark 2005. Then again, his FPS in 1.6 seem fine.

Make sure you have the newest Detonator (or you could try Omega) drivers. I don't think any of the CS settings will make any drastic changes.

Also, can't remember if the 5200 is AGP 4x or 8x, but make sure your BIOS is set for the highest setting your motherboard is capable of.

Also make sure your mobo chipset drivers are up to date.
